TRANSPORTATION OFFICE OF THE COMMISSIONER Toll Collection and Enforcement System Specially Adopted New Rules and Concurrently Proposed Readoption of Specially Adopted New Rules: N.J.A.C. 16:3 Notice of 30-day Period to Submit Public Comments on New Jersey Department of Transportation’s Contemplated Rulemaking to Implement an Amnesty and Toll Reciprocity Program Authorized Pursuant to P.L. 2023, c.
Take notice that this notice is to advise the public and New Jersey motor vehicle owners that the New Jersey Department of Transportation (NJDOT) is contemplating adopting rules establishing standards and procedures for the administration and enforcement of a program regarding toll violations for unpaid electronic (E-Z Pass) tolls, fees, and penalties. The new rules establish a 180-day Amnesty Program in advance of the commencement of a permanent enforcement program that will provide for the suspension of motor vehicle registrations for unpaid tolls, fees, and penalties owed to certain designated New Jersey, interstate, and out-of-State tolling entities.
A 30-day comment period will commence on April 7, 2025, and conclude on May 7, 2025, for the purpose of receiving public comments on the anticipated notice of specially adopted new rules. At the conclusion of the comment period, it is anticipated that the notice of specially adopted and concurrent proposal will be filed with the New Jersey Office of Administrative Law and become permanent upon filing.
